Bulb fennel has bolted/gone to seed
My fennel has bolted and gone to seed thanks to the wonderful mix of weather we have been having. If I cut back the flowers will the bulbs fatten up or is it a lost cause. My first time growing them.

Bulb fennel or florence fennel can be tricky and hates stop-start conditions. Cutting the flower off will not work as the plant has gone into a reproductive phase.

Can you recommend a variety of Florence fennel that will form proper bulbs instead of long thin leaf bases?

Even the supposedly bolt-resistant varieties are very difficult to get to make bulbs.
A lot depends on the weather and the conditions in an individual garden.
Grow them as evenly as possible, no shocks, close attention to watering ... but if see-saw weather comes, it bolts.
