Removal of Palm Bushes

I've been advised by a surveyor to remove perimeter palm bushes, for both structural & drainage reasons. When is the best time of year to avoid interfering with wildlife. Furthermore, can the rooting system be killed off entirely, to improve drainage? GlasnevinGardener, Glasnevin, Co Dublin Posted: 12/02/2018

From the photo, these are cypresses, not palm.

They are not the most beautiful, but seem healthy and no threat to any thing, as you know, having lived with them. Eventually they will get more tatty lower down, but that's for another day.
