What type plant would travel through the bare frame of the hedge with plenty of colour on a yearly growth.

You could try nasturtiums or sweet peas, or a woody climber like Russian vine or VIrginia creeper, but this would only last for a few years as the dead wood of the hedge will eventually rot and collapse.
