I am in the process of taking cuttings from perennials but am unsure how to care for them during the winter, especially as I live in Carlow which gets just about the coldest weather.

Most perennials are hardy … many native to USA and Canada, and bred in Germany .. and can be left outdoors.
Look up them up to see which ones are not hardy and keep those indoors on a window sill or frost-protected in a greenhouse.
