The first question to ask is if you are allowed by contract to erect any supports for plants on the railings.
If so, you can consider what would look best. Plants don’t mind as long as there is support. Plants will not provide much shelter and some sort fo screens are better for this purpose. But plants can help provide privacy screening.
You could use ivy, Clematis montana, honeysuckle or jasmine. Remember these need a big pot to grow well and need to be kept moist and fed at least once a month from April to September.
