This year my garlic bulbs have mildew on the tubers ,I had to take them out of the garden early. Could you please tell me the reason?

This is probably onion white rot, a fungus disease that can rot onions but usually just stunts garlic. There is no cure. Only avoid planting any onion family plant in that area and do not use your own garlic sets.
