I have a Leylandii hedge that has a very unkempt look underneath, prone to nettles, and bare stumps etc. Can you recommend how I might make a viable flower border under it given the roots, shade etc?

It is very difficult to establish anything under leyland cypress as it is dry and shaded. If nettles survive, you might have some chance with Euphorbia robbiae, Epimedium and Geranium macrophyllum, the latter being hardy geranium not the potted indoor kind.
