Laurels in very poor condition

Laurels were planted last April, they are in very poor condition, most leaves are yellow or brown as you can see in the picture. Some new buds are coming and also some new leaves at the very bottom but already there are some holes in these, any ideas how to get them growing properly?

The plants are suffering general hardship: weeds, exposure and probably drought last summer. 

Remove or kill all grass and weeds within 50cm of the plants on each side, and keep it weed-free.

Apply a general fertilizer at 30g along each metre of hedge length on each side.
