moving rhubarb

Is it a good time to move rhubarb now to different location? Read somewhere that its good to leave crowns/roots exposed to frost for more tender, red stalks. Is this true?

Rhubaarb can be moved at any time when the leaves have withered. Frost does not make the stems red .. the reference here is to forcing rhubarb by lifting it and bringing it into a warm place to make it sprout early. Before it is lifted in late December or January, it needs a period of winter cold.
