Multipurpose plant food

I planted some flowers in a bed & threw on some multipurpose plant food (grey granules) & after a week the bed was covered in little two-leaf green shoot things. Nicer looking than weeds & very easy to pull up as their roots were just below the surface but I suspect weeds none the less. Could the plant food have set something off in the peat moss to sprout these ‘shoots’?

These were some seedling weeds that came up through the peat. Not the fertilizer.
