I have found non- flying flies in the dirt around my lettuce. They are walking all around and are fairly slow – I can catch them if I get them before they burrow back into the dirt. What are they and how can I get rid of them?

Flies that don’t fly might be immature, newly hatched flies that have not fully expanded their wings. When they do so, they will probably just fly away.
In general, the vast majority of garden insects are beneficial with just a few that can cause significant damage to crops or plants.
