What is the best way to deal with a very overgrown pampas I cut back some every year but it is out of control ?

It you want to kill it, spray thorughly with Roundup and remove when it dies.
If you want to keep it, you could cut a chunk off with a spade.to reduce size. Or you could cut all leaves off to set it back. Be careful as they leaves have sharp edges.
Do not set it on fire unless it is well away from other plants as it can burn quite violently.
