poor growing copper beech hedge

I planted a copper beech hedge 11/2 years ago and it is still very sparse. Just recently, some long shoots have started to grow and I cut these to try to encourage low growth. How can I thicken up my hedge? This is my second attempt. My first bare root hedge failed.

Control all weeds for at least 60cm on both side of the hedge and feed in spring with Tree and Shrub fertilizer or general fertilizer.

When the trees grow , some low-lying shoots will eventually fill out the base, or else plant more young plants along the base to fill for a quicker result.
