like every escallonia in the street, my six foot one has been dramatically effected by the dreadful disease. It is standing practically bare for the first time since planting 7 years ago. lots of the tips have no leaves but have dead flowers still on them and it is looking very depressed indeed :(i want to ask if i can go out and cut it back at this time of year or will that do more damage? im keen to get it into rehab!

Escallonia has been affected by frost as well as leaf spot. The latter causes severe leaf loss and will continue to do so, despite cutting back or feeding.
It might be worth considering replacement with Portugese laurel or yew.
