I have a new lawn for two years now and it is quite good quality.
I would like to work on it over the next few years to try to get it to a standard wher I could use it as a putting green.
Am I wasting my time.

A putting green is just grass mown very tightly. It is likely that you will not be able to cut tightly enough for fast putting surface with an ordinary lawnmower.
Also the structure of the surface under the grass is important. On a golf putting green, it is made of compacted sand with a very even surface, albeit a sloping one.
You could apply some sand, a little at a time, allowing the grass to grow through until you have a layer of about 2 cm. This should give you a smooth surface. Then cut as tightly as you can and feed lightly even couple of weeks to maintain growth.
