Some of the stems on my Rosa rugosa are very thorny and some have very few thorns at all. Is this normal? Should I cut out the very thorny ones ?

Yes it is normal and related to vigorous growth… strong shoots have more thorns. But they are very thorny with small spines. There is no advantage to pruning the more thorny ones. In fact, it is likely to encourage more.
