roses won’t flower

I have healty looking roses, I prune & feed but they won’t flower, I get 1-2 flowers per year plant! they are planted now 3 years. please help, how can I get them to flower!

This rose looks like a climber that has been pruned to hard and is put off flowering. Allow it ot grow onto the fence and do not prune for a couple of years.

Also it is a bit shaded and this does not encourage flowers.
