Is it a good idea to let a closely clipped beech tree (3 metres high, dome shaped) grow into a tree now and forget about closely clipping it?

A clipped tree can be allowed to grow out at any time and it will grow naturally within a few years. However, because of the clipping it might form multiple main branches and will not have a tall stright trunk as most mature beech trees do.

Also the clipped branches that do not grow out strongly will form a thicket that will look a bit unsightly. These will eventually be suppressed by shade fromt he taller branches, but you can speed up the process by cutting out the feathery branches when it is clear which ones have become the major new limbs.
