Weeping Cherry Tree Expand / Collapse

I bought a Weeping Cherry tree over 4 years ago it has never bloomed it is still growing but it never buds or blooms in Spring. There is a sucker on it the last 2 years I cut it off when it gets too big. Would this be what is stopping the tree from flowering if so, how to I kill the sucker without damaging the tree. It is about a foot in height background
