Would anyone know whats the best plant food for a potentilla shrub which is flowering poorly?

Perhaps one or more of its conditions aren't right?
Is it getting enough sun? is the soil very heavy or well drained?
By just feeding, you are just covering the problem with a plaster, but I reckon any basic fertilizer (Miracle Gro soluble granules) would be of benefit.
