Best time to move perennials?

I want to move a few things around in the garden to group things together.. can you tell me the best time of year to move perenials?

As a general rule, perennials are best moved when dormant between October and April. Move early flowering kinds in autumn, later flowering kinds in spring and grasses in spring only.
