black sambucca (elder)

I have an eight foot high black sambucus. i wish to move it to a better position. when should i transplant it and will it affect it? i wish it to have more of a tree shape so should i prune before or after moving?

Black-leaved elder or sambucus will move easily, ideally befoe buds break or as they are breaking. Lower branches can be cut off any time to make it more of a tree-shape.
