How do I dispose of the weeding rubbish which contains bindweed and the roots as I was told they could not be composted and could continue to survive in the soil. At present I have it all stored in a plastic barrell.

They can be composted but if a compost heap does not get hot enough to kill the roots, bind weed can grow again in the compost heap next year.
You can leave the roots lying on a hard surface to wither, or you could steep them in a barrel of water to rot
