Suggestions for small shrubs must have shallow roots to go into a bed of just over 1-1 1/2 foot deep (concrete base underneath it appears). must be frost hardy to cope with winters like the last 2, perhaps perenials like sedum?

Try smaller hypericums, santolina, helianthemum and heathers. 30 to 45cm of soil is adequate except in prolonged dry spells. The concrete should have been broken up and removed.
