this holly is planted about 3 or 4 years and it is struggling. the leaves don’t seem to want too open up and it has made no noticeable growth in spite of being fed during the growing season. should i leave it or dig it up? i’m not sure but i thought it was silver milkboy but now i’m having doubts..it has nice yellow bark and a smoky green leave

Looks like it is struggling, which happens with a percentage of trees for a variety of reasons, but a common one is plantign too deep. It is unlikely to recover.
