I have 2 james stirling hebes but one of these seems to be losing its leaves. one side of it is bald.

‘James Stirling’ is a low bushy variety and dogs often use it as a ‘lamppost’ and if the dieback is on the outside where there is access, this may be the cause.
Otherwise, it is a form of die-back dur to fungal attack and there is not much can be done … it sometimes happens. Prune out the dead branaches and tie some others into position to fill the gap.
