I have just planted some shrubs on a bank behind the house however I now want to put down weed fabric + cover with bark or decorative stone as the weeds are growing too fast. How could I keep the bark or stone cover on the membrane without it falling down or blowing away? Also which would you recommend?

A layer of bark, 5 to 8cm, will give two years of reasonable weed control and by then the shrubs will be established and can be hoed between if necessary.
The fabric is not a good idea here as the bark will move on it and when leaves fall on it, there will be a build-up of debris and weeds will grow on it, as they will into stones.
