Can I use gouldings 7-6-17 as fertilizer on my lawn? what rate do I use ?

While 7-6-17 will boost grass growth, it is the wrong balance for grass. A grass feed should be 25-2-5, or thereabouts. The first figure N is nitrogen, the main nutrient needed by grass.
15 to 30g per square metre is plenty, with rain on the way.
