i have a tree that has green leaves that are covered with red dots and the budlea that is near is having its leaves dying is there a link what is the cause of the redness does it spread lots of my trees seem a bit unhealthy can you help

It is hard to tell from the photo what the cause of these symptoms is. It looks like feeding by a sap-sucking insect such as capsid bugs, but most trees are an important host for many kinds of insects that are not very damaging.
There is no connection with th buddleia which may have a root disease. Other trees and shrubs may just be a bit hungry and out of sorts due to poor soil. Try a little feeding with Tree and Shrub fertilizer.
