I have a magnolia tree sheltered behind a wall from a cold east wind. The branches above the wall have buds way behind the lower protected buds. Would you suggest i cut this tree to keep it lower, therefore the buds will all bloom at the same time if yes when?

If you cut away the top of the tree, it will simply grow up again and you will spoil its shape. Best to leave it alone and have delayed flowering.
