Both the montbretia and peonie roses in the past two years have produced very few flowers. Previously they were very prolific. Foliage in both cases is plentiful and healthy. What do they need?

It may be the case that shade of nearby shrubs or trees, and the underground competition of roots may have affected them. Both plants are long-lived and do not need to be divided to maintain flowering.
