how do i plant the shrubs after i lay the plastic and pebbles

Scrape back the pebbles over an area the size of a man-hole cover, cut a X-shape in the plastic … big enough to dig a hole which is big enough for the root ball. Plant up, remove surplus soil, replace the plastic and replace the pebbles.
