plants to grow in bad soil

I have an area curbed off i need to fill with shrubs or plants but the ground is very hard and soil poor plants dont tend to progress well. I even find heathers struggle i would like advice on what might grow here i would like something low growing and i will be working on a budget. Thank you

If the ground is not wet, plnt it up with trees, even if it is a small area. Use birch or hazel. If it is wet use willow or alder. Trees will fill an unused space and keep weeds down. If the soil is poor, apply some tree and shrub fertilizer.
