Privet Hedge at least 40 years old slowing dying from one end. About 2 metres a year. Nothing showing on the leaves

This sounds like honey fungus disease, to which privet is very prone. There is not much can be done as the fungus is deep in the soil and moves from plant to plant. You should take out the roots of the dead of dying plants and replant with laurel, which less prone.
