My raspberry bush is not showing any buds or leaves except a tiny amount at the base. What should i do?

Raspberries sometimes open the lower buds first and they might be followed by others soon.
It is also possible to get dieback on the canes if soil conditions are a bit too heavy and wet. Rubbing of canes against each other can also cause dieback.
