i have a 5 year old sorbus whitebeam,the leaves didnt open up fully this year just a few small leaves around a clump of buds. Is the tree dead?

Yes, it sounds like it has died. There are two main possibilities. If the ground was wet in winter, it is likely to have died from waterogging of the roots.
If the ground was well-drained, it may have got a disease such honey fungus which kills the roots or a slime flux disease which kills the stem of the tree.
