Is it possible to make up a peatmoss or woodchip compost to grow tomatoes in using 7.6.17 or another fertilizer?. If so what is the proportion per litre? thankyou.

In theory it is. Peat or very well rotted wood chips could be used, but you would be better to apply a complete liquid fertilizer such as Miracle gro or Phostrogen, because there are no trace elements in 7-6-17.
