Top portion of my cherry tree did not flower this year. Lower portion was in full bloom. Any reason please.

The most likely explanation is damge by bullfinches, which eat out the flower buds of cherry trees, usually at the top, avoiding the lower branches, accessing which poses a greater risk from predators.

You can confirm this by checking the hollowed-out buds in late winter and spring.
