Roundup can be used to control weeds at the base of a hedge. but if any of it gets on the leaves or on the bark, it may cause severe damage.

It might not be possible to achieve this but a strip of weeds and grass on either side can be controlled in this way and the centre weeded out by hand with a spade and by hand.

Cutting the top of the plants will help to encourage bushy growth near the top,  but not at soil level for some years, especially if there are weeds and grass to shade it out, and if the hedge is leggy at soil level, you can plant smaller, cheap bare-roots plants along the base if you want a fully filled hedge.
