Have cats myself, have tried the pepper and a product called cat a pult, neither seems to be detering them from peeing in my bark!! Love cats but I love my garden too, any ideas how to keep them away?

Cats have to go too. The softer the soil surface, the more they like it. Try firming the surface. Products only last a while.
