Narcissus ‘Sir Winston Churchill’ is a double-flowered polyantha type daffodil. It is possible that the bulbs did not build up a flower last year, but will do so next year.

It is often the case that daffodils flower the first year, because they have the flower already in the bulb but miss the second year as they adjust to their new surroundings, but return to flowering subsequently.
