I have several New Zealand Flax which after the recent severe weather are now lying flat. Do you think they will recover?

It is possible that they will, but unlikely. Phormium is prone to frost when temperature levels drop below minus 8 Celsius or so. Wait a few weeks and see if there is any life at ground level.
