My questions are :Is it okay to use dead grass cuttings as a fertilizer on raised beds in my vegetable garden? Would leaving your grass cuttings on the lawn aid fertilization of the ground?

Grass cuttings release nutrients as they decompose, but have lots of weed seeds and will bring weeds to your raised beds. Mowings can be used around rhubarb as it shades out weeds to a great extent.
Left the lawn, mowings rot down to return nutrients, as in mulch mowing, but clumps of mowings can shade parts of the lawn and encourage weeds.
