I’ve tried shop bought preparation to rot stumps, which I applied in September, no effect, Someone mentioned a root grinder. Are these easy to use and are they available to rent, would you know?

Stump killers are mostly designed to prevent re-sprouting and may or may not carry a rot-enhancing aspect. Dead tree stumps will take several years to rot.
Stump grinders are generally used by tree surgeons but you might try your local hire shop or Hills Hire in Cabinteely, Dublin.
If the stumps have been cut close to the ground, they can be disguised with some bark mulch and shrubs or other plants.
