This winter I planted two Liquidamber trees about 20′ apart. It seems that one is fine the other however has only about 20% leaf cover. The only difference in location I can see is that the successful tree is more sheltered. Should I dig up the failing tree or is there a chance it will recover with time.

One tree has established successfully and the other is still trying to get going. Make sure to water it heavily every so often especially after a few days of drought.
