Preparing ground for shrubs

What’s the best way to prepare the ground on the lawn for planting a shrubbery? Do I need to kill off the grass first?

Kill off the existing grass with Roundup, perhaps 2 applications to get a complete kill.

Plant directly into the dead sod, without cultivating, and mulch the dead grass and disturbed soil surface with bark. This is largely for appearance sake and it helps to keep down weeds while the shrubs establish. Do not use weed fabrics under the bark.

Control weeds between the shrubs until they are established, when they will largely shade out weeds.
