Problem with hedging

My oleria and grecelinia hedging has been killed, presumably by frost. I live roughly three miles from the sea (atlantic). Should i replant this year or wait.

If the wood under the bark at ground level is brown and dead, and there are no new shoots, it is dead. You can cut it down , leave the roots and plant between the roots, using holly or laurel.
