Photinia ‘Red Robin’ or any other shrub will suffer in very dry root conditions and regular watering is not enough.

You need to set up a sprinkler or drip irrigation system, which can be purchased, to deliver enough water to keep the soil nicely moist. Also mulch the surface with rotted leaves.
