problematic cherry

A cherry tree was planted about 5 years ago and is not growing as it should. the leaves seem fine and it flowers but not getting bigger. not sure how it was planted and is planted on raised ground. also there is bark damage at base about inch and half cut. also a windy site. what are possible reasons for this situation.

Tie the tree to the stake to steady it, until it grows a bit. COntrol all weeds and grass within 0.75 metres radius of the stem, that’s a diameter of 1.5 metres. Feed in spring and keep it weed and grass-free for 5 years. Then you can re-seed the grass as the tree will have grown.
