My Bramley tree has grown very “leggy”with long thin branches that bend excessively with fruit. Can I shorten these branches and if so when?

The long shoots can be trimmed in summer when they are new or in winter when they are a year or more old. Prune back to a live bud … do not simply cut across the bare stems. If there are not suitable live buds, take out the branch altogether.
